Create website static html pages

I purchased a themeforest template. The following is the template we bought. [login to view URL] I created a bunch of pages that work properly. I'm not a designer and the pages look ugly. I need someone to redesign the pages in static html. No javascript is needed. The template is a cross browser liquid template. Pages should work in all browsers (please test before completing) Please show me some examples of sites you've developed. You can change any css you want as long as its cross browser / cross device compatible. I've attached a bunch of print screens of some of the pages. Some screen shots are just different tabs of the same page. What I will give the designer is the template, plus a framework to start working in (header/body/footer). I'll include static html pages of the current look / feel. I need better menu buttons, color flow, and form element flow on each page. A good designer should be able to do this no problem. You return all approved html pages you've redesigned.
