Create vector images from original cartoons

My UK based web design and development agency requires a talented graphic artist to vectorise several original cartoon images at relatively short notice. Initially, we would like to evaluate the winning bidder's work for ONE image, as attached. Ideally, we would like to see a portfolio of previous work totalling no less than 10 images before we award the job. The job will be awarded based upon a combination of quotation price and quality of previous work. Nationality is not important, provided the winning bidder is able to communicate effectively (and that their country of residence is not subject to UK trade restrictions). The work for this initial trial has to be completed within 3 days of the work being awarded. Payment will only be made if we are entirely satisfied with the work produced. If we are satisfied with the work produced for this initial trial, it is likely that the graphic artist would be invited to quote for the remaining images. We would like consistency of style over the entirety of the project. We would be keen to develop a good working relationship with the winning bidder so that we may consider re-hiring that artist for work of this type going forward. The winning bidder will assign all intellectual property rights to the work produced for us, including copyright and reproduction rights, over to my agency. The original artist would of course be free to include his or her own work within a personal work portfolio.
