Convert weather API data to line chart

You will be generating a line chart displaying temperatures with weather icons to display conditions. The chart must be displayed as a gif or png. You will get start and end times in unix epoch format, and a timezone in " America/New_York" format. You must use [login to view URL]'s hourly data from their API. The chart must have a transparent background, and chart itself is white only. Bends in the line must be smoothed. Temperatures are displayed above the "points" and the "points" are icons that reflect the condition. The X axis displays the hour with a 12pt "Raleway" font, and am or pm in a half sized font, interval is hours, and begins and ends at the times given converted from epoch time to the given timezone. The Y axis represents temperature, the scale is the forecasted temperature range +/- 10 degrees F padding. This will have to run on a server running Red Hat. See the image below.
