Convert a 1 page PSD to HTML + implement 4 other functionalities (detailed instructions)

In total, I have 3 existing LandingPages (= websites consisting of only 1 page) -> One of them is still in PSD, you need to convert to HTML or PHP. The other 2 are already in HTML. Furthermore, I need you to make 4 changes on all 3 of these LandingPages: -> Implement a functionality to show a coupon code when clicking on button (details in attachment) -> Implement a small functionality to make the title flashing (script included) -> Implement a small functionality to make a sound play when site opens -> Integrate my feedburner script in the email optin form I've explained everything in detail in my instruction Powerpoint. I also created a short video to explain how the coupon functionality should work. I have a maximum budget of $150 for this.
