Build a small website with affiliate page and script, also 8 various advertising banners -- 2

I want a website built, and 8 banners produced in various sizes, configurations and designs. Needs to be similar information on current site, but site needs to be much more professional than what is currently done. Needs to be a professional looking finance website. payment will be 30% payment on approval of design of website, 8 banners and affiliate program. then balance on uploading and showing me running of full site and affiliate program and receipt of 8 banners.
