Build a Website

Need an administrative dashboard. Would like to use a bootstrap template, perhaps INSIPNIA. I am proficient in html/css and bootstrap, but not in any backend languages. I am however beginning to learn rails, and have dabbled in databases and php. Would like a working foundation that I can eventually build off of as I acquire skills. Company growth is driving a shorter timeline. Some project details... Similar to leasing dashboard. Will need to have an application form that saves the form data. Display form data in a searchable, sortable and easy to view table on the dashboard. 3 user privileges. Customer, Partner, and Admin. Each will need to view more or less of the information. Preferably the customer, who fills out the application, will have a saved session, allowing them to complete the form at their convenience. From my perspective, it will consist of 2 main tables. Partners and Customers. Partners will have many customers. When logged in as a Partner, the dashboard will need to display applications submitted by respective customers. When logged in as Admin, we will need to see ALL applications. Would like for the backend to be written in rails, as it would keep things organized incase of different developers, but open to suggestions. If any more details are required just let me know!
