I am looking to build a "bidding" website for my business - functionality includes: 1. Allowing users to sign up and post requests for proposals with some basic information about what it is they are looking for in the request 2. Vendors to sign up. When a request for proposal is submitted by a user, vendors who have signed up to the website receive email notifications and can respond to these requests with a proposal 3. User is able to filter the responses in various ways and select a few vendors to proceed with further discussions, at which point further information on the request is sent to the vendor through the website 4. Discussions between the user and potential vendors happens offline but the final outcome of the discussions (ie which vendor won the proposal) 5. User is able to leave reviews of different vendors and provide satisfaction ratings Website needs to be optimised for mobile use.
