Design CHEP, P.U Website.

Looking for someone to design and set up a good quality in PSD format only. The website needs to have a search or drop down function for all library books, blood group, student notice board, event calendar, student result record, lecture schedule, department awards, conferences within the department. It must also have an easy CMS which allows teachers to post unlimited entries including pictures. All pages are of width 960px. There is a link named Forum where the lecturer and students can discuss the class topics online. One condition applied the student of the department, they should be logged in. However outside department students are not allowed to discuss on topic. There must be 3 types of users: power user, teachers, students.
