Complete an already started project called 'NTN'

In 2011 I had a website created without hosting, I believe html, php. It was 90% complete but the payment function was not implemented. The function is for user A (reader) to be able to search through written text and uploaded documents (static txt files Jpeg's and so) written by user B (the author). It is free to search but the Author, who has no exclusive membership, is charged $1.00 to upload. These would be viewed by 'Title' or the 'Note number' designated to each submission. Once the Author submits their entry an email is automatically sent to them as with a generic receipt that has a unique number/code on it and the name of the material the author uploaded. These are to be searchable (by native website search box) by anyone online to return to by the code or title. The website needs little done. The payment function made and also the certificate and submission functions working. I would like the developer to make it work completely and satisfactorily to go live immediately.
