Build a Website

hello! i want to find someone who can make a webpage! i want that users can login through facebook and that they agree that i have a access to theirs profile pictures ( like a agrement that they agree i can do that).. i also want a random shufler for the profile pictures with timing (one picture can be on for 10 minutes than random shufle the next one and the next one stays on for 10 minutes and so on...) if is posible i want that facebook clinet wich profile picture is visible on my webpage can click on it and i know that the person who click on it is the owner of profile picture visible on my webpage. at the botom of the page i want also a chat. in the uper side of the page i want just a emptey spot that i can fill it later myself and also a down side! i post a picture aproximatly how i tihnk it must look like. any sugestion is welcome tnx!
