I have gone through the requirement and below are the key element which needs to be done. - Admin will add the PayPal email address of the user and create their account which can be used by the user to login on the website. - When user make the purchase they have to add a minimum amount to your PayPal account. which will reflect in their Advance Balance. - And once admin cancel/Not completed from your PayPal account then it will be deducted from the user advance balance.
