Advertising products/services/business website

I´m looking for someone to design a website where people will have the option to register (by a form or using their facebook accounts) and use the website to advertise their goods or services or even their business, there´ll be no selling option in the website, just the option to see contact information, for those who are also just looking they´ll be able to see the telephone number just after being registered to the website (by the options said before). I have a design i´m looking for, i tought about doing it on Joomla or Wordpress, but i´ll leave the choice for the creator of the website.
