Research title: Applying the Balanced Score card and its effect on evaluating the public sectors performance: An empirical study on certain Universities. Study Idea: The idea of the study includes the disclosure of the impact of the use of the Balanced Scorecard system on the quality and efficiency of decisions in certain Universities. Research problem: Trying to identify the impact of the use of the Balanced Scorecard and the motivations of applying it as a kind of non-financial performance measures in government sectors by preparing a field study on the certain Universities and to be able to come up with the findings and recommendations in this regard . Research objectives: The research aims  Describing the reality of government sectors by identifying the extent of the application of the scale balanced performance .  identifying the requirements of the application of the concept of balanced performance measurement in government sectors .  provide a set of findings and recommendations that will contribute to the support and evaluate the success of the elements of the scale balanced performance .  identify obstacles to the application of the concept of balanced performance measures and constraints that prevented the application. Research Methodology: The researcher shall use the descriptive analytical method , which describes the relationship between the variables and the study subject, as well as the nature and direction of that relationship. Data collection methods: survey method will be used to collect research data as per the following : A – Survey design will be distributed to leaders. B –Will analyse data by using Likert scale. Data analysis tools: Using the following statistical tools: 1 - ratios and duplicates 2 - arithmetic mean and standard deviation 3 - test (chi2) Chi-square for independence .
