Dating website

I need a dating site for Russian woman to meet american men. I have seen programs but not one has all the features I need. I need 3 levels of membership for men. one free but no contact only view. Can still send hello notes but cannot read replies til paying customer. 2nd level membership can read and write messages. 3rd top level can read, write messages as well as receive womans personal contact info. This feature must also be limited to 15 contacts infos per month. This is to avoid others from stealing our content. Search should be based of of Russia and Ukraine areas as well as only woman search no men searches. men should not be able to view other mens profiles. I need site set up where we can view messages between members and aprove them before they go through, or at least set up so site will not aprove messages to go through that containe personal info such as address email or phone numbers. I need site to have Instant messaging with who is online now feature. Webchat would be a plus I need info pages as well as info text on front page. I need Site to be able to have russian text option for woman in russia. Most popular and most recent searches. Also this would be great if it could be done but not needed if you cannot do it but would be a plus to who can. It would be great if a translation program from English to Russian and vice versa could be implimented into the messaging system. If a man contact woman through site email system it would be nice if letter could be translated to Russian when it hits her box and vice versa on her reply.
