Data in image files typed into Excel

I have .jpg image files with lists of information I need put into excel as a .CSV file. There are 2 different sets of images, 1 set has about 20 lines per page, and there are 2,760 pages (minus title pages etc so about 2,700). The other set of images has 280 pages, 3 columns per page and each column has about 105 unique entries, so about 300 lines per page. This data is from the 1940's and are lists of Prisoner's of War from WW2. The data must be input into the Excel file exactly as it appears on the images. The final result of this work will be the access of this information from a searchable database on a website. Access is provided for free to those researching WW2 soldiers. As this project is funded by me personally I do not have a big budget nor do I need it done quickly (weeks is fine). OCR has been tried on these files, but the results need so much editing that it is not worthwhile. I may or may not be able to afford to do this, but I need to know how much it will cost before I can make that decision. Any bids are appreciated.
