Screenshot/capture and store-program

I want a Windows-program that allows you to take a screenshot. I basically want a light version of a program named Nimbus Screenshot. How it should work: 1. A tray-bar icon in that is always present on boot (beside the clock). 2. A click on this icon transforms the mouse pointer to a + -sign, so I can define the area to take screenshot of. 3. On mouse-release here, open the captured area in a desktop-program where I can choose to add text OR click on the image to add a 1, 2, 3 auto-increment text just like Nimbus. See attachment. 4. Option to Save locally or Send (to a remote webserver, with a copy-url-to-clipbord). 5. Open the URL to the uploaded snapshop in a web-program (I will provide the server-side script). 6. Program should be delivered as an installable program and look very professional. Source code in C# / Visual Studio should be provided as well. First time it runs, it should ask for login (email + password) to the remote storage and it should automatically authenticate against this on each startup of the program (to be sure that the privileges isn't removed).
