Translate Italian clip to English

I have an audio clip that is approximately two minutes long that is in Italian. It needs to be translated to English.
It will be included in a film about the canonization of Pope John Paul II and John XXIII and it's a brief interview of an Italian woman on the street.
The translation will be shown as captions and we need to have time stamps for each few words that will correspond with the media player's time so we can accurately match up the English captions with the corresponding Italian being spoken.
Need to have Italian transcribed as well as English with time stamp for each line.
