Need acoustical engineer to help improve bass response of small enclosure

This will be no ordinary speaker enclosure, as I only have .44 cubic feet of internal volume to work with. The enclosure is cylindrical, made of solid machined aluminum, and houses a 4.75" driver, 5" passive radiator, and crossover. A prototype has already been created, hooked up, listened to, and the final verdict is that it exhibits pitiful bass response that is unclear, punchy, and rolls off at around 140hz. I'm looking for anyone who has the knowledge and capabilities to at least convey to me what should be done to improve the current situation. i will take care of manufacturing, sourcing, testing, crossover building, and CADing whatever is deemed a necessary improvement. My goal is for this to be part of a high-end system, so the sound has to be as optimized as possible. Getting it to sound like the apple homepod or devialet phantom would be a dream, but however close to that we can get, that would be the goal.
