create animated 30 second flv file

I need to create a 30 second flv file where a person's lips are in sync with a welcome message I will provide. The message is approx 30 seconds long. Please visit my site at www.readthewords.com. The flv file will go in the interactive sample on the left side of the screen. I will also provide you with the text. I would like the text to be highlited while the person is reading it. The text will be in the text box on the screen. IT may have to scroll when the person is reading because all the text is not visible. I had a graphic designer create the images, so I am not sure if you can animate the images I currently have. If not, you will need to create another image that is similar to the look of what is currently on my site. You can also view a short sampel of what I am looking for. If you create a free account on my site, and click the create recording button...you will be taken to a page that has voice samples on the rt hand side of the screen. If you click michale or lauren....you will see an example of the animation I am looking for. Please let me know if you capable of doing this project. I want to have it done ASAP.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
