Need a survey type application where users can register, create surveys, share with responders, set deadlines, view responses. Responders can type responses, save the form, submit it. A Google Forms like app, really customized to fit my needs. Requirements below and attached a pdf of the same. This is going to be an ongoing project with features added on a regular basis, looking for someone who can get the project done, not necessarily the lowest bidder. Thanks for your time!
User Management: Ability for users to sign up, verify email/account, setup login credentials. Two types of users, customers and vendors. Vendor users are invitation only, invitations to be sent by customer user. Customer user to be able to create RFX forms. Each user belongs to an ‘Organization’, which represent a company, either buyer or vendor.

Is associated with 1 organization.
Permissions: Own/Create RFX, Edit RFX, Grade RFX, View Submissions and grading
Customers user can create/edit/update/send forms, view responses based upon permission.
Vendors user can view, save, submit forms. View their own submission.
Form creation: Let customer user create RFX form, based out of selected templates. Forms have a due date, to become unavailable after that. Display a default message, with option to customize this form expired message.
Form templates: For each RFX form, have a template of categories and corresponding questions. Customers are allowed to choose individual categories and corresponding questions from the template. Customers are also allowed to add their own category and questions.
Each RFX form to contain multiple categories such as Introduction, Vendor info, solution requirements, Services, Pricing etc.
Each category to have multiple questions of varied types (Text, Radio buttons, drop downs, ...)
Customer users can add custom categories
Customer users can add custom questions under any category
When a customer user selects a category, select all underlying questions by default. User should unselect questions not required by them.
Form download (OPTIONAL): Let customer user download RFX form in PDF/Excel format, depending upon what is easier to implement. This could be something that gets enabled via an access code.
Vendor invitation and submission: Let customer user send invitation to vendors via email and an access code. Vendor user signs up and can see form and related information. Should be able to fill the RFX form up and respond to the RFX, save the form(s) and submit when desired or submit at due date and time.
Clarifications and follow ups: Let vendor users ask for clarifications on categories/questions. This could be in ‘comments’ form. Or maybe one clarification section per RFX form, whichever is easy to implement.
Summary and submission dashboard for customer user: Give a summary dashboard to customer user with answers.
Allow side by side comparison of different vendor submissions.
Customer user should be able to grade each individual question. Sum up grading of questions up to individual category and sum up all categories to overall score.
Responses and summary dashboards are to be seen by other users within same organization based upon roles/permissions.
