develop Batch Photo Dust Removal using OpenCV

I am looking for a python script that executes OpenCV to automatically remove small blobs (dust particles) and scratches from photos that are scanned from positives (prints/slides - dust will appear as black blobs) or negatives (dust will appear as white blobs).
The eventual deployment environment for this will (probably) be AWS Lambda which will execute the script, triggered by an event (such as a photo being added to a specific S3 bucket.)
I am looking for an independent freelancer with significant experience with Python, OpenCV and computational photography.
