Website Updates (Custom Coding Expert Needed) -- 5

I have an existing website that needs some updates made to it.
1.) There is a Instant Messenger box just like the one used on this site. One update needed is to make that box movable by the user by clicking and dragging it to different areas of the screen while still retaining the functionality.
2.) There is also a regular inbox on the website. The messages used in this inbox also display in the Instant Messenger box from the task #1 above. This goes the other way also. So all messages typed into the Instant Messenger box, also get saved in the regular inbox. We would like to make an update that allows the user to hide their Instant Messenger box so it will not pop up when users send them an IM.
