Troubleshoot Bootstrap HTML + JavaScript - Links not Working in IE

See the attached zip file. If you unzip this and run in IE 11 and Windows 7, you will notice the PDF, Excel and Word document links do not open. Why is that? They seem to work OK in Chrome.
Is it easy to fix the links so that they will open in IE11/Windows 7? Or should we put a javascript detection script and if the user is using an IE browser, refer them to a page that tells them to open in Chrome.
Please let me know what is easiest/fastest.
