IPTV application (client with backend) for SmartTV's

We need someone that has knowledge of IPTV/OTT for an ongoing project trat is currently experiencing transformation phase.
Potential candidate must:
- have experience with Stalker Portal
- hands-on experience with Infomir devices (MAG250/254/etc.) including using the ssh/debug interface
- be skilled in making quality Samsung/LG SmartTV apps/widgest that include streaming video
- be familiar with the Live Streaming concept used in the Stalker middleware and the MAG's
- know how to build a custom PHP and MySQL backend that the application will correspond with
