Gravity Forms - Approval email then Notification sent

We use gravity forms so our staff can enter there worksheets when they complete a job on site; this sends a few people a notification email when a worksheet has been submitted by our employee.
4 People that get notified:
-Payroll
-Customer
-the employee who submitted the worksheet
-the employees partner for the day
The job;
We want to add an approval email before the notifications are sent out. Sometimes there is an error on the worksheet and we want to review and approve before everyone gets there notification via email. Ideally; The employee submits the worksheet. It emails / notifies the manager via email, the manager can review the worksheet and select approve or decline in the email somewhere. If Approved; it sends the notifications to the 4 people that need to be notified. If declined, it sends a email to the submitter that there was an error on the worksheet that needs to be corrected before it can be approved.
I'd like to keep the clicks as low as possible for the approval email; for example we get the approval email, 1 click on approve or reject preferably.
There are 4 notifications we send now for this form; 1 recipient is constant (Payroll). The other 3 recipient use conditional logic to send to different emails based on some form field values (Customer, Employee Email, Partner Email). We also continue to add new field values to these drop down menus as our customer and employees grow.
