Build component/module for joomla website

My website is taxicabuniverse.com. I am looking to create the following

a) Create Driver Information Section where: a user can go and view information:

1. Check License Status: (They input the application number and result will be viewed of that application on a page) - The data should be synced with ([login to view URL]) a cron should run every every 4 hours to update this information on the website

2. View list of meter shops ([login to view URL])

3. View list of all current bases ([login to view URL])

4. View Medallion Drivers - Can search by driver license number or name ([login to view URL])

5. View all vehicles authorized - Can search by Vehicle license number or Permit Number or DMV License Plate Number ([login to view URL])

6. Search FHV Active Drivers by License Number or Name

All these data needs to on my website and update via cron every day

b) Create a Lost and Found section where users can submit a form about what they lost and details about the property. Similar to ([login to view URL]) Also by default they will see ([login to view URL]) - You dont need to sign up. Can post as a guest

c) Industry News Section

Need a tool where it scrapes the web for news with terms “Yellow Taxi, NY TLC, TLC, NY Taxi, Medallion, Uber, Lyft, Juno, GoCurb, CMT” and posts a summary and clickable link to the original article

All pages need to be responsive.

Main menu with the links needs to on all pages.
