Automated Player Draft for an online Football League

I run a website for a Football league using the PC video game - Madden 2006. - the site is [url removed, login to view] - the site is fully functional - using PHP and mysql - I am looking for help developing a draft page for the site to automate the Player draft process.
It will make up 1 page of the site -
basically - it will consist of a Player Pool - which is an auto-generated .csv file which lists all the players available in the draft and the players overall ratings..(I can provide the .csv file)
the draft is 5 rounds - with 32 different users involved - each representing a different team from the NFL. - as players are selected - the player would be removed from the draft pool and placed into either a summary of the playes chosen and what round and team - or something of that nature - I am open to the easiest way of determining which team made the selection -
I would also like the player pool to be sortable by position - and overall rating (which are categories from the .csv file)
I would like this page to be a login style page where each team owner would have to login under his team name with one owner (me) having admin rights to be able to select fot absent parties..
I would like a timer that counts down 2 minutes each time a pick is made and the next owner is up to select -
The draft order would need to be editable as each season the order is different and trades etc also could altar the order at any given time..
I would also like some sort of announcement style box stating who was selected and by what team...example... With the 1st pick in the 2nd round the Chargers select QB John Doe...
That is the bulk of what i need...bells and whistles i guess would be a scroller - that scrolls along the bottom listing the round and the player selected - that may be something i can play with on my own...
