Create a section to control footer

1. Create a section in wordpress to control the footer background color or background image, and the font color and font hover color for any menu placed in footer.
See grey area of attached image 1.
2. Create a secondary footer area between current grey area footer and copyright bar. Must be able to to the following:
Set background color or image for that area
Set a divider (color, length, pixel width) for top of that area
Set up to 6 images in that area (see attached image 2)
3. Create a Footer title area for top of footer. Must eb able to do the following:
Set background color or image for that area
Setup font color, size (h1 to h6 p or div), italic, underline or none, and alignment.
