Create plugin for composer

I need a composer plugin that enables composer to be used for actionscript. Essentially everything needed is already in composer it needs to have three additions:
1. it needs to output a [login to view URL] that can be consumed by the mxmc compiler. The resulting XML should contain the paths and libraries required by the [login to view URL]
2. It should be able to recognise the difference between library and source code and separate them in the [login to view URL]
3. It should be possible to provide it with a template of a config files will be added to. (optional)
The result will be open source and hosted on Github.

Since this project requires both PhP and the actionscript compiler experience with both is probably helpful, but not required. A PhP programmer should be able to deliver.

1. Source delivered on github
2. Working example project
