Create a Wordpress Template

I need help with my own custom WordPress boilerplate them, from which I can create other themes for clients.
It hasn't been updated in about 2 years and I want it to feature the newest WordPress features like post types (video, audio, image, text, link, quote), Also add extra fields to the admin user to add important things like Twitter, Facebook, Google+, Logo image, Favicon, Apple Touch Image.
I prefer to work in an hourly way so I can review the work and hire more hours when necessary for more features as It advances.

I have thought and better defined the first tasks that would be necessary:
- Access my current theme via FTP details which will be provided along with phpMyAdmin
- Completely review the current code, fix and optimize each file as you review them. I am looking for: PHP code effectiveness and template tags best usage, code security, perfect SEO oriented semantic HTML5, schema.org usage, cleanest possible code, lean CSS created from LESSCSS.
- Enable post types on the theme (posts, links, photo, video, quote...)
- Enable extra site options to add text fields that can be accessed and shown on the theme, like Twitter username, Facebook URL, Linkedin URL, Address, ZIP, Country, State, City, Skype, Phone number, Dribbble URL, Logo file upload, Favicon file upload, iOS touch devices icon, Facebook og:image and source_image
- Enable internationalization both for the theme as well as the website, through a free plugin like qTranslate
- Access my current test site via /wp-admin
- Review currently used plugins, freely add/reconfigure/delete plugins for best performance, SEO and functionality. Especially take a good look at Cache and Yoast SEO plugins.

- Once the theme is ready and a strong foundation for sites, create a system to easily create new WordPresses, maybe cloning this one, using a tool... I am open to your suggestions. The idea is to easily and fast create themes from this one.
