Coupon site

I am needing some detail work done on a web site that I will be building. It needs to have a members sign up page to be able to view certain pages of the site. This needs to be ran through a service like PayPal because the members will be paying a $5 monthly fee. Also in this members sign up page they need to be able to upload a picture of themselves into their "profile" so that that profile picture appears in the popup which is explained below.

It needs to be programmed in so I can add new deals that show up on the members pages. When the members click on the deal it needs to be bring up a window that has their picture, the deal, the date and our website in the popup so the businesses can then verify the member. This needs to be compatible with mobile devices as well and the popup needs to be able to be printed from a desktop as well. There needs to be a subscribe button as well so the members will be alerted when a new deal has been added.

There also needs to be a feature so that I can add/remove deals and businesses and it shows up on every single members page.
