PDF viewer

A PDF viewer I need an EXE program that displays PDF files (probably by use of an OCX control). The catch is that I want that the user is NOT be able to save the PDF, while mantaining other functionalities (zoom, search etc.) Please note that then new Acrobat reader 6 has the function that pressing F8 toggles on/off all toolbars, so just hiding toolbars is no longer a solution! Is anyone able to do that?

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
