What I am Trying to do is; build a plugin to work with wordpress that will allow a video transcoding service.
It will point to a transcoding server (localhost or other server with login details).
That server will then process the video and show it in a moderation queue where it can be approved or rejected.
If approved it will then appear on the wordpress site as a post by the original user.
Requirements;

Must be re-usable on multiple wordpress sites
Must have seperate moderation interfaces per wordpress sites. Installation/configuration script?
Must prevent different moderation interfaces sending info the the wrong Wordpress site.
Must be secure
Must transcode video's to a usable size ideally less than 2Mb
