Upgrade my web app with Twitter style Discover/Follow features!

Need a quick upgrade to my web app. I need a twitter style feature implemented were users can follow each other. Basically my web app is an image/doc/audio sharing app so i want a feature were users can follow each other and discover what others are sharing. Just like a twitter discover/follow feature. Just make the upgrade simple and very user friendly. I need constant updates on progress and daily milestones. I also require access to the demo testing process to check out the [url removed, login to view] a part time upgrade so no specific deadline but i would like it done within the agreed timescale from coding/testing and [url removed, login to view] can i have an estimate on how many hrs you would require to Code the feature when you reply to project post.
The web app is a Ruby on Rails framework 100%
