forum function additions
1. add in mail to function to admin when new topic is added to forum
2. add mail to function for replies ( user that added the topic get an email with each new comment added to there topic)
3. add a "subscription function to topics (user can subscribe to a topic and will get notification when new comments are added)
I will supply the code for the page where the code needs to be added.
If programmer can do this correctly more work will be available.
