Tiny custom cms (php)

I am looking for a solution for my following Problem:

I have several writers working for me, they all need to be able to submit content, which I have to review and then publish (basic cms stuff).

I would like these writers to have seperate logins. Writers should be able to work on more then 1 site.

I need a couple of input fields (as variables in my html templates) and a text type input field. The text input field should be nothing too fancy so the writer doesn't go overboard with <blink> etc...

When the content has been submitted, the filled html file must be able to be published to a live location on my homedir.

I also would like an automatic addition to sitemap.

I would like it done in php.

I would like a "related articles" box with links to ... on-site related articles.

Well, that's my wish list, I would like you to specify if you can do it and within what timeframe and of course at what price. The cms should be nothing too fancy.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
