Layout Design for City of Arvada website

The City of Arvada, Colorado is in the process of redesigning our public website, [[url removed, login to view]][1]. We have gathered requirements through a series of brainstorming sessions.
We will be choosing 2-3 graphic designers, and each designer will be paid to design 2 visual prototypes of a web page layout. After that, we will choose one designer’s layout design and work with that designer to make revisions and deliver a final design complete with image, CSS, and template files.
Each designer will create 2 different visual prototype layout styles. Each style will have a mockup of a homepage and 2 second level pages (a total of 6 screens). Each of the 2 design approaches should illustrate a different design.
The project will be divided into three phases. All designers will bid on Phase 1 (initial visual prototypes) and the selected designer will then go on to complete Phase 2 and 3.
**For now, please bid only on Phase 1, but include bid estimates for entire project in the body of your bid response.**Separate bid amounts for each of the different phases.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
