Elixir/Phoenix developer needed

Looking for a backend developer who specializes in Elixir/Phoenix to analyze an existing codebase and provide detailed feedback as well as a prioritized list of suggestions to improve the codebase.
This should include an eye on what, if anything, needs to be refactored/rebuilt, or if there are any fixes that can be made to mitigate underlying bugs.
Must be able to clearly document key findings on application structure, architecture, security, performance and database structure.
