iphone ios esp8266

I am looking for a sample iphone app and arduino ide sketch for esp8266 to demonstrate communication between the iphone and esp8266.

The communication has to be one click in the iphone app. no further user intervention. One click in the iphone app and the even if the esp8266 wasnt connected to the same network as the iphone it will receive the command.

I think theoretically this may be possible with promiscuous mode, how ever i am not sure if an iphone api that can broadcast something that the esp8266 in promiscuous mode can pick up.

My max budget is $65

i am looking for simple communication, to send a command. BUT NOT OVER THE INTERNET.
