Security issues CentOS 6 to Solve

Hello,
I have several security issues with my CentOS 6 dedicated server:
- Server IP constantly is reported in SPAM blacklists.
- Websites on server are attacked: rewrite .htaccess and some files are injected with malicious code
- MySQL proccess generate all the time an overload on server CPU / Memory
I did installed and setup CSF and many plugins on WHM to solve these issues. Really I'm tired that these problems are never-ending
My budget is short, but if you have experience and would give me a great offer, this project is worderful opportunity to teach me that Internet is each day more safety and receive a great review
