Improving ROI on Google Adwords and Bing

We currently have a large Adwords/Bing campaign that isn't performing as well as it should and has in the past. We had a local Adwords person working on it for the past 2 years but over the past several months we have noticed a decline in ROI. We are looking for someone to look at our past data to see what has performed well and what hasn't in order to turn this campaign to profitability. We are want to use Adwords API to alter our bids and ads based on weather, Holidays, Time of day, certain triggers and actions. Narrowing Demographics and Ad selection based on the previous triggers. Creativity, problem solving, and strong communication skills are necessary skills needed.
