Synchronize CSS animation with jQuery slider using Javascript

The page has a CSS animation that opens and closes a sign. There is also a jQuery slider that switches the image/content each time the sign closes.
There are two problems with the current execution:
1. The clock for the slider and CSS starts at different times on different browsers.
2. The timing for the Javascript and the CSS animation are slightly out of sync. Therefore, if you leave the page up long enough, the slider and CSS animation get progressively more out of sync.
We need a developer to provide us with a Javascript (or simpler if possible) solution that will sync each cycle of the CSS animation with each cycle of the jQuery slider. We have done some research and believe this to be something a Javascript/jQuery expert should be able to easily accomplish for us. It is just beyond our current skillset to do by ourselves.
The existing HTML file, the attached CSS, and all Javascript files can be accessed by viewing the page source of the URL above.
Please let us know if you have any questions that might clarify your bid. We expect to have the project completed within 2 weeks of awarding the project at the latest.
We forgot to add one thing to this project:
We will need the javascript to trigger a sound to play each time the animation begins and be synchronized with it. You can feel free to use any sound in the development stage so long as it roughly matches the duration of the opening and closing of the sign on the page.
