Some customization to wordpress templates

We are building a HR recrutment site and would be using a wordpress and template to get the core functionality. In that we need some customization, which are listed below at high level:
o Req1: When a candidate applies for a Job, a prompt need to be thrown, where the candidate self-rates against the set of required skills. If found suitable it proceeds, else halts the application
o Req2: Custom UI to accept candidates profiles in about 3 formats based on “Fresher”/”Experience”/….Profile building Sample attached. This is key and it should be displayed as format and if the users prefer this as their profile the application should convert their CV in the selected format. If he prefers CV conversion/creation to new format, this is paid
o Req3: IBM Watson profile build api will be adopted in the CV. Speech to text or text to speech will be incorporated in order to check comm. skills if it’s feasible and if it doesn’t require too many of the coding
o Req4: A few more, minor to medium size changes like some new pop-ups, report change
