Good HTML & CSS fundamentals
Knowledge of HTML5 and CSS3
Experience with responsive HTML5 design or mobile UI design
Experience creating templates for Wordpress, Joomla, Drupal, Magento
Experience with javascript UI frameworks such as jQuery
