Create photoshop script to resize Png images based on CSV data file

I have 100's of PnG images which need to be resized using an automated batch process. I think a photoshop script could do this but also open to other suggestions. png images can be ordered or named to match rows in the CsV file. other changes could be possible depending on what you need to make this work.
I would require the script and instructions for how to use it as part of the deliverable.
