convert JPG to PDF

I urgently need this jpg (see attached) as a PDF. I need to make sure the text is not distorted in any way.
The dimensions in print need to be 88 X 54mm
Importantly : When I have tried to convert it previously, the text is distorted. If you could re-write the advert in word and then convert it to PDF I think this should fix the problem, however I do not have access to word at the moment.
