Create simple 8 page website

I need a fairly simple, 8 page website done. I guy I know has given me the content and images, even what goes on what page and how he wants the coloring to be.
I have a series of .docx files with the verbiage for each page and the contents of the 'home' and 'about' pages in .xlsx format. I also the images he has given me. There are no bells and whistles here. No flash, no animation, no contact form, not even gonna list an email address - he wants his phone listed instead!
To give you an idea of the detail I have, here are his instructions, explaining what he wants:
*Color scheme: Let’s use black, white, grey, blue, yellow, gold and green. I have to avoid red, brown, purple, orange, “mauve.??
No logo- Just my name at the top with Ophthalmology, etc as outlined on the home page.. Let’s include the Staff of Caduseus ( I’ll send it to you) in the upper left hand corner to brand it as a medical site. To brand it as an eye doctor site, I’ll send you a picture of me examining a patient at the slit lamp that we can blend in at the top and put it to the right of my name. Maybe we’ll use it as background for the address.. Please take a look at the Nevada Eye and Ear Site as an example ( [login to view URL]) ??" I don’t like the grey - I know they tried to blend it all in and I don’t like the strange girl’s face to the left- it doesn’t add anything to it the specificity of their practice.
I’ll send you full face formal picture of me to include on the about the doctor page. I’ll send you one or two pictures of the office that we’ll include on the site. I want people to know it’s on a nice location on the ocean. I don’t plan to include any pictures of my staff.
That’s it. Real simple. I want it to load fast so I won’t ask you for one picture to change into another or anything moving on the page.*

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
HTML is fine with a common header and menu bar down the left. Would also require you to use CSS so I can tweak the look if necessary.
