Decompile a DLL and expose source to make corrections

A long time ago we had a programmer create a C written app for us that did reverse phone lookup over the internet. He has since disappeared. I've attched one of the DLL used for one of the free internet sources (any who) that does not work now.

What I want you to do is decompile this DLL to its source. The goal is to correct the DLL to work with AnyWho once again, but more importantly create a new DLL that allow hooks to PHP written script to make the same lookup.

Hi,
Let's break this apart into 3 projects so all bidders are using same specs:

(1) Decompile DLL to it's source.
(2) Make corrections to source so it again starts working with AnyWho when called by mother APP. (I have other DLL's with same problem. I believe the the problem with all these DLL's in that the HTML pages have changed and they are not parsing page correctly.
(3) Create new DLL that can be run by mother APP that allows a PHP script to return results to this new DLL and then to the mother APP.

At this point I mainly want to see the source and make corrections to run from mother APP (items 1 & 2 above).
It appears the DLL was created using Microsoft C++. Please adjust you bid to include only items 1 & 2 above.

It turns out that anywho.com does NOT do lookups any longer. So please ignore RPL_ANYWHO.rar download. Sorry for the confusion.

Instead, please base your bid using a different DLL named RPL_WP_IS.dll. Also, I included a DLL Tester app (PluginTest.rar) to check your results of your finished and corrected DLL. Both files are attached to this post.
