Develop a website, IOS app and Android app to create a community connecting users (buyers and sellers) of predefined specific products.
Users register to create their pages/profiles.
Seller can select which categories he wants to receive notifications for when new request is posted.
Buyer can post a request by selecting one of the predefined products from drop down menus.
Request will show up in the seller’s page (those who selected this category).
Based on preset rules the request will show up to sellers within the same city of the buyer …. If no response (within specific time, ex 24 hrs) the request will show up to sellers of other locations
Seller can post his offer/price for this request. And can upload a photo
Buyer will see all seller’s posted offers under his request along with the seller rating, select one of them and click “buy” and continue to checkout (do some calculations but no financial transaction).
The website/database to be built/hosted on a reliable platform with long term support.
High security measures, and optimized performance.
Administrator can through the CMS do various controls, see statistics, transactions reports, see all active and completed requests …..
Professional design, clean, appealing , attractive and easy to read with intuitive navigation

Some clarifications:
The type of apps needed are native apps, both IOS and Android. Part of the development is to have the app approved and uploaded to Apple store and Google play store.
The products offered in this web/apps are Auto Parts. Drop down menus are “Make”, “Model”, “Year”, “System” and “Spare part name”. Developer is responsible to obtain the database. Online sources are available and there exist some apps equipped with such database.
The web development should be on WordPress platform or equivalent approved by us.
Six months of support after project completion to ensure the web/apps function properly with desired performance and make required IOS/Android updates.
The attributes that will show when buyer post a request are: CAR “Make”, “Model”, “Year”, “System” and “Spare part name”. Also space field for “notes” that can be shown/hidden by admin.
The seller can reply to the request with “Price” and Also space field for “notes” that can be shown/hidden by admin.
The “price” submitted by seller is processed with some standard calculation (X%) set be admin.
The admin page will show all requests and their status: “New”, “Offered”, “Accepted”, “Fulfilled”, “completed”. Buyers and sellers names and location, dates, price, remark ….,etc be able to filter and print any part of the list.
Admin can make a remark on any buyer/seller (only for admin information)
The profile information is typical personal/business contacts, address, registration information. Contact number is verified through SMS authentication code (one time only during registration).
The e-commerce is part of the scope and can be magento, woo commerce, shopgo, or opencart. The admin can allow an option “Pay upon delivery”.
during the checkout, the delivery cost will be calculated in a basic way. within city delivery cost $, cross city delivery cost $$. for specific product categories cost is multiplied by x.
Initially the service will be offered in two locations. Admin can add more locations (country/city) later. Buyer and seller can select locations during their registration.
Buyer is asked to rate the seller after purchase (when request status is set complete by admin). Admin approve the rating.
All requests are allowed to remain active for specific period of time set by admin.
