Convert a Theme to a Website with some design

We have a website with some information already uploaded. We want to migrate to a new theme and update the content.

We need to highlight key features of the app, identify pricing and then link to a blog section that needs to lay out more consistently that it does presently and allow for topics to be published under a half dozen sections.
We also need a primary nav link to a Help Section to our Zendesk integration but this is simple (I am told).
We have a range of graphics available of our software in use on screens in various settings. But some icon design or use of icons from the libraries in the theme may be needed. If complex we have a designer who can source these, it would be beneficial for the successful developer to be able to do these too.
Importantly the work must be completed within 2 weeks and published on our server.
